On The Operation, Problems And Solution Of The Community Correction

Community correction is not only a major reform measures for punishmentexecution activity, but also an important content for the innovation of socialmanagement of China. Compared to the traditional way of punishment execution,community correction have some advantages of reducing the penalty cost, intergratinginto the society fast, reforming criminals effectively, reducing social harmfulness,reducing the rate of crime again. At the beginning of21centuries, the supremepeople’s court, the supreme people’s procuratorate, the ministry of public security,thejustice ministry jointly issued a document that community correction puts intopractice on a trial basis in some provinces and cities of our country, and then will beextended to the pilot nationwide..At present, community correction has developedgenerally all over the country. Judging from the current situation of the implementacross the country, community correction has taken root, sprout and grown vigorouslyin China. Through nearly10years of judicial practice, community correction hasmade remarkable achievements, at the same time,it has been praised from all quartersof society.However,we have difficult in personnel、funding、convergence and systemin the implement,such as poor quality of personnel, weak organization, inadequatefunding, uncoordinate with the departments,un-dovetailed with implement and soon,all of these has already became the main factor which restrict the furtherdevelopment of community correction.This paper that is based in a certain city ofHunan province,analyses the problems in implement deeply through detailedexamination, by the method of seeking truth from facts, proceeding from thesuperficial to the profound,and then puts forward to the explicit and practical solutionmeasures from aspects of the perfect cohesion, sound system, enough personnel andsufficient funds.
