Research On International Law Against Cyber Terrorism Crimes

With the development of science and technology and information technology,internationalization, network terrorism rising. Network information system of terroristuse of convenience and invisibility of the characteristics of the network of national andinternational violations, cyber terrorism crime has become a major threat to nationalsecurity, political, economic, military and other aspects of the fight against terrorism,the network has become an important subject of national and international. Combinedwith the development of the network of the terrorism crime, put forward differentviews on what is network the definition of the crime of terrorism, the international andstill could not agree. In general, network of terrorist activities threaten all aspects ofhuman life, for example, the United States of America as big country, often suffer fromnetwork attacks, therefore, to solve the network crime of terrorism crunch time, from alegal perspective, the attention has been paid to the importance of network to combatterrorism crime, there are laws of beauty, Japan, Britain and other countries at the sametime, also has the relevant provisions of international treaties, but the network crime ofterrorism as a new type of crime, legislation is still insufficient.In this paper, from the perspective of international law of network crime of terrorism,first to define its definition, to grasp what is network the crime of terrorism have hitmay, for the definition of cyber terrorism crime, put forward different opinions ofscholars, define the overall network crime of terrorism is initiated by specificorganizations or individuals, to the network as the main means and activity space,aimed at undermining national or international political stability, economic securityand social order, premeditated, creating a sensation for the purpose of terroristactivities, is the product of terrorism to expand the field of information technology.Secondly analyzes the network of the terrorism crime legal system, including thetypical national legislation and legal documents, the main part of the "cyber crime"Convention and analyzes, from the perspective of international law research networkterrorism crime legal system deficiencies and improvement. Finally, from the Chinesenetwork to combat terrorism crime, after analyzing relevant legislation in China andthe deficiency and improvement. Fight against network crime of terrorism is notcompleted by a single country or organization can, given the characteristics of terroristnetworks, should strengthen the international cooperation, to develop a unifiedinternational law.
