With economic development and social progress, due to natural causes and social factors, poverty is inevitable, social assistance in modern society irreplaceable objective existence. Developed countries in the west as the social security system is an important part of the social assistance system is relatively mature. Since World War Ⅱ, many developing countries have also established the basic social assistance system, the effective promotion of social stability and social progress. This thesis to explain the concept, empirical analysis, comparative analysis methods and logic analysis method from the following four aspects of analysis, argumentation.The first part is a theoretical overview of the principal legal systems of social assistance.
