| Though the "three agriculture problems" are one of the hottest topics nowadays, the rural social assistance system, which is the foundation of rural social security system, has not gotten enough importance. And the rural social assistance system has great importance in securing the life of the poor in rural areas. This dissertation first introduces the basic complexion of rural social assistance system, secondly discusses the meaning of perfecting rural social assistance system, thirdly analyzes the present condition and problems of rural social assistance system in our country, and then analyzes the experience of social assistance system abroad, finally gives some suggestions to perfect rural social assistance system in our country. The dissertation is divided into five chapters:Chapter one introduces the concept of rural social assistance system and its history in our country. It's discussed in two sections:Section one first introduces the concept of social assistance system, then compares social assistance system with other social security systems, pointing out that social assistance system is the foundation in the whole social security system, then introduces the concept of rural social assistance system, finally introduces a few forms of rural social assistance system in our country: Natural disaster assistance, rural "five protection" system and poor relief plan.Section two reviews the history of rural social assistance system in our country. It's divided into two parts, the first part introduces the social assistance system of ancient society in our country .The second part introduces the circs of rural social assistance system after 1949, and specified in planned economy period and reform and opening-up period, describing the two periods respectively, finally, gives an evaluation about them. Charter two tells the necessity for enhancing rural social assistance system, and it can be divided into 3 parts:Part one talks about the objective demand of rural economic society development:(1) the multifarious occurrence of natural disasters in our country ï¼›(2) the poverty problem in rural areasï¼›(3) the affiliation WTO pounds at peasantsï¼›(4) the reform in rural economic system ï¼›(5) the function of traditional rural social security system becomes weak.Part two is about promoting the society fair, maintenance stability and contracting the demand of income margin between the city and the countryside.Part three is to perfect rural social security system.Chapter three talks about the problems of rural social assistance system in our country, there are two sections:Section one introduces the present condition of rural social assistance system in our country.Section two analyzes the problems of rural social assistance system in our country:First, rural social assistance system isn't perfect :(1) disaster response system has no grade evaluation system to become scienceï¼›(2) lacking poverty standardï¼›(3) weak mechanism of poor reliefï¼›(4) poor management. Second, the scope of rural social assistance system is narrow:(1) the object is limitedï¼›(2) the budget is deficient and the standard is lowï¼›(3) the security degree is lowï¼›(4) the gap between the city and the countryside becomes larger.Third, lack law of rural society assistance system.Fourth, people don't attach importance to the social assistance system both in theory and practice.
