Throughout the national government information disclosure legislation, theprovision on the scope of the disclosure of government information is undoubtedly thecore part of the legislative. With the continuous development of democratic politics, andthe rise of the right to information protection, government information disclosure hasbecome one of the important ways to achieve the democratic rights of citizens andprotect the citizen’s right to know. As an important part of the legal system of thegovernment information disclosure, the scope of government information disclosuredirectly determine the size of the rights of administrative relative person and the degreeof protection of their rights, also determine whether they can effectively participate inthe administrative procedures. Government information disclosure marks the level ofdevelopment of a country’s democracy and the legal system. First of all, for our country, this sectionintroduces the legislative system, the legislative mode, the legislative content of thescope of China’s government information disclosure; secondly, for a foreign country,this part introduces the provisions of the scope of government information disclosure inthe United States, Britain, Japan and Sweden. The fourth part summarizes the problemsof the scope of government information disclosure from the legislative level and thelevel of case studies, and analyzes the cause of the problem. The fifth part is asuggestion to improve the scope of China’s government information disclosure. Thesixth part is a summary of the entire paper.The focus of the thesis is to analyze legislative status quo of the scope of China’sgovernment information disclosure based on “Regulations on Open GovernmentInformation” which is being implemented in our country, investigate theimplementation of the government information disclosure in practice through theanalysis of relevant case, reflect on the problems the scope of China’s governmentinformation disclosure, and analyze the reasons, meanwhile, make recommendations toimprove the scope of China’s government information disclosure by learning form therelevant provisions of the scope of government information disclosure in major foreigncountries.
