Research On The Scope Of Government Information Disclosure During Emergencies

Since we enter the new century, we are faced with more complex challenges compared to the past besides new opportunities. Emergencies frequently come up."Crisis","disaster","Emergency" frequently breaks into people’s vision. During the process of dealing with emergencies, government information disclosure is a key part. Based on the practical analysis of the cases, the scope of information disclosure during emergencies has risen to the level of ideology. On the scope of information disclosure during emergencies, the academics and the media hold a view that the public is entitled to know all the truth. However, the scope of information disclosure is not clear in the relevant legislation. The administrative thinking of the government also runs against the spirit of the legislation. These all leads chaos of information disclosure in the process of emergencies and leave a large room for administration. More importantly, public right are not properly protected. Therefore, the article uses the particularity of the scope of the disclosure of government information as a clue, crisis communication theory as the cornerstone, trying to build a more open, more comprehensive, more transparent range of government information disclosure system.Besides introduction and conclusion, the article is divided into four parts. The first part bases on two typical cases, summarize and analyze them. Through these cases, it is found that the more information be disclosed, the better. The second part discusses the characteristics and the basic theories of the scope of government information disclosure during emergencies. It is different from normal situation. Based on the characteristics, we can analyze its special theories and principles. The third part is based on legislations. Through summarizing relevant laws and regulations, we can find that the scope is not clear. The last part is an important part. Based on the research achievements, the author tries to put forward the proposals to restructure the scope of government information disclosure during emergencies.
