With the development of the socialist market economy and the improvement in productivity, The requirement of specialization and professionalization are more and more clear. All sorts of difficulties occurred in the petition system in China, according to the National People’s Congress on behalf of the professional problem, its solution is justified to in-depth discussion and argument, hope that through the National People’s Congress on behalf of the staff of the paths made a complaint reporting system and the people’s congress system are effectively improve, breakthrough bottleneck of the current reform, thus effectively reduce agency redundancy, avoid duplication, to improve administrative efficiency.People’s congress system has highly characteristics of China, update along with the social development. But in today’s social progress with each passing day, the two reforms still can’t keep up with the increasing material and cultural demand of people, can’t catch up with the people for the political channels development, comprehensive promotion, cultural quality and economic development, etc, also can’t satisfy the people of the country’s political, economic and cultural construction of participation enthusiasm. Therefore, the reform and development appears is especially urgent and important.This paper argues that,at the increasing request of the specialization and professionalization, the current petition system problems combined with full-time problems of the people’s thinking, will be beneficial to break through the bottleneck of the current reform-a merger between the two systems, not only can effectively reduce redundancy, to avoid duplication, but also improve the administrative efficiency. Through related data and case analysis, combing with the demonstration, research results show that the letters and problems in the specialization and professionalization of the people’s congress system within the framework of thinking, is to solve the problems of the current reporting and system of National People’s Congress on behalf of the effective ways.
