Npc's Petition System Research

The institution of Letters and Visits for the National People's Congress (NPC) is the important component of the system of Letters and Visits in China. It was born and developing gradually with the development of the institution of Letters and Visits and the National People's Congress in our country. Therefore there are important differences between it and other institution of Letters and Visits. It has its own function orientation and working mechanism which are different from others.In the recent years, the amount of the Letters and Visits NPC is rising by years. On the one hand, it shows that social contradictions are increasing in period of social transition. The function and position of NPC are gradually highlighted as power supervision organs and people hope the NPC play a role as authority of people to protect the people's interests. On the other hand, it shows that various existing problems and difficulties in the actual operation process of Letters and Visits for NPC. The reform of Letters and Visits for NPC should be connected with the reform of the whole social system. Gradual approach should be taken to realize the reform of system which contains the modern rule of law. Anyway, the research of legal theory ought to be able to respond to China's own problem.
