It is the Chinese that first discovered, developed and utilized the South China Sea islands. However, the countries of southeast Asia around the South China Sea have always been coveted the South China Sea and started looking for various legitimate excuse to occupy some reefs since the1930s, in the representative of the Philippines. The dispute of the South China Sea between China and the Philippines arised in this situation.The essential of the problem of the South China Sea between China and the Philippines is a violation on the sovereignty of China based on the Philippines’ interests unilaterally, including violations on Chinese territorial sovereignty, jurisdiction of the China Sea and Chinese economic interests. The cause of the dispute of the South China Sea between China and the Philippines arose from following factors. Firstly, the economic interests is the fundamental factor of the South China Sea dispute. Secondly, the strategic interests is the important factor of China Sea dispute. Thirdly, the Philippines attempted to divert domestic sight by the dispute. Fourthly, the defect of "The United Nations Convention on the Law of the Sea " is also the important factor of the South China Sea dispute. Besides, the Chinese weak awareness of ocean and sea power and the relevant countries also play a role in escalating the South China Sea issue. The characteristics of South China Sea dispute between China and the Philippines in the current are tended to be more international complex and continuous. The most possible assumption in future is a long-term stalemate and confrontation, or maybe a way to jointly developing and negotiated settlement. And the solution through the use of force is at the lowest common. Resolving South China Sea dispute between China and the Philippines need a clear strategy countermeasure, which means, Adhere to the "sovereignty in me". This is the basic premise on consolidating the economic relations between China and the Philippines. Thanks to it, we could seek common development in the South China Sea resources, Enhance awareness of China’s sea power, safeguard China’s South China Sea interests through political means, Strengthen communication and enhance mutual interaction trust with the United States and the ASEAN, and strengthen the Chinese navy and air force, with the "hard power" to defend the South China Sea.
