South China Sea, China’s inherent territory since ancient times, a large number of historical documents and information can be proved. However, beginning in the 70 s of last century, the Southeast Asian countries have to seize the South China Sea islands. At present, the South China Sea dispute has become one of the world’s problems. Maritime rights disputes involving the most countries, the situation is the most complex. The Philippines is the first Southeast Asian countries in the South China Sea that "sovereignty" requirement is in addition to the Vietnamese occupation of the South China Sea countries, the largest island. By February 2009 the Philippines Baselines Act NAN SHA Islands and Huang Yan Island section designated as the Philippine. By 2014, a total occupation of the Philippines South China Sea islands and reefs and 8shoals, will draw hundreds of thousands of square kilometers sea of its territorial waters. So far The Philippines continues to provoke the South China Sea and still in causing troubles, Their behavior violated China’s territorial integrity and sovereignty, which restricts the growth of China’s economy, threaten China’s national security, affected China’s image in the international arena.Through the analysis of the Philippine domestic political, economic situation,the US factor, and "the United Nations Convention on the Law of the Sea",this pater try to learn internal and external factors when Philippines challenges South China Sea sovereignty and internal. To resolve the South China Sea dispute between China and the Philippines will help solve the entire South China Sea dispute. Especially the whole situation under the South China Sea dispute can’t be solved immediately. If can regard Philippines as a breakthrough, in the efforts from all aspects of economic, political, legal, defense, Peaceful settlement of disputes between China and the Philippines will affect other countries to solve disputes more easily just like the "domino". China has been committed to the peaceful settlement of disputes in Nan Hai to show a responsible big country, in order to achieve peace, development and a win-win. China hopes, together with other countries to promote sustainable economic and social development of the region, for the whole of human civilization and contribute to world peace and progress.
