In China, prostitution has been always existing with the development of Chinese society and economyas a kind of social phenomenon, the social problems brought by prostitution are an inevitable and ugly partof human beings. prostitution is like cancer in society, its emergence is caused by the development ofsociety and economy. Every dynasty in China treats this problem as serious social problem and shares noefforts in dealing with its problems. The Qing dynasty is the only dynasty which made strict rules to forbidprostitution, on the contrary, prostitution is very advanced in Qing dynasty. During the early stage in Qingdynasty, its “Strict Rules” policy has got great effects in prohibition of prostitution. But the “Strict Rules”policy failed to control the developing of prostitution. So in the middle and late stage in Qing dynasty, thecountry was awash with prostitution. The reason why the Qing government lost control with prostitution isthat the neglecting of “Strict Rules” policy, failure in carrying out the “Strict Rules” policy and its misscarrying out, government officers going whoring, gender imbalance and so on. This article puts emphasizeon the prohibition of prostitution and analyzing on the reason why the prostitution became so popular inQing dynasty and the methods of prohibition of prostitution. At the same time, this article talks about thereason why the prohibition of prostitution failed at last. Through the study on the prohibition of prostitutionin Qing dynasty, we can find some advises in nowadays prostitution prohibition.
