The citizens express their political opinions and participate in the pubic affairmanagement through Internet, which are important representations of Internetpenetrated into the political life, the governments gain an insight into the situations ofthe People and understand the common aspirations of the People through Internet, theonline interactions with the People is a significant innovation of the governmentaladministration modes in the information age. The establishment and expansion oforderly online participation of wide citizens are helpful to promote the developmentand perfection of the socialist democratic politics with Chinese characteristics.I.The Introduction of this paper represents the research background of citizens’participation in the politics and the research status of such problem at home andabroad. Through rearrangement, the writer finds out that the researches of the scholarson the online political participation problem in China mainly focus on theoreticanalyses and few explanations integrating specific cases are made. Whereas, it tries toprovide new thinking approaches for the regulation of the online politicalparticipation from the social practices in this paper.II. The second part of this paper is mainly used to define the online politicalparticipation and its relevant concepts, based on which, the relations of the online political participation with online politics, political participation are hereby analyzedin this paper.III. The third part of this paper represents the generation logic and developmentprocess of the online political participation of citizens in China. In the analysis systemof the politic system theory discussing the “input—output” process, agendaestablishment force and public sphere environment are inserted, and then the onlinepolitical participation of citizens occurs accordingly. The online political participationof citizens in China has undergone germination, growth, development and rapidexpansion, and it has increasingly shown obvious characteristics during development,such as equality of the subject, concealment of the identity, complexity of the target,flexibility of the mode, randomness of the process, coexistence of the positive andnegative values.IV. The fourth part of this paper shows a detailed introduction to the existingthree kinds of typical participation cases and positive and negative values of theonline political participation during the online political participation of citizens inChina. The interactions by Micro blog at2013two sessions show the transformationof the Government from “administration-oriented government” to “service-orientedgovernment”, the case that the Internet causes the “property occupier” is underdetention and interrogation and successful cases under online anti-corruption showthat the strong influences of the Internet on prevention and restriction fromcorruptions; as for Wen′an Event and Shishou Event, different attitudes of localgovernments and different event results make that the governments in China musthave an awake cognizance, namely only the online public opinion responsemechanism is established and any problem during online political participation isresolved properly, can the long-term social stabilization be guaranteed. The networktechnology is just like a double-edged sword, the online political participation alsorepresents preferable positive values and predominant negative problems, based onwhich, how to establish and expand the orderly online political participation ofcitizens becomes an urgent problem of the governments in China. V. The fifth part of this paper puts forward the proposal for governmentalregulation methods, basing on the analysis of the chapters before.The orderliness of the online political participation will finally depend on theapplication of Internet by the public power authorities and the reasonableness of thetheories they comply with; its core rests with that the public power authorities shallencourage the citizens for orderly participations to avoid the public opinions fromunordered online expressions. Only when the citizens improve their own politicalquality continuously, the governments optimize social administration modesconstantly and the media shall act as communicator of positive values and thecommunicating bridge between officers and citizens soundly, can sound interactionsbetween governments and the common people be promoted, so as to finally devotethemselves to creating a modern, powerful socialist country.
