As a new media of the fifth right, politics participation is a objective trend at the currentdevelopment. Although it can not replace traditional politics participation, it brings new Features,opportunities and challenges to democracy. Democracy is the unity of tangible democracy andprocedure democracy. In tangible democracy, online political participation improves its quality and itis good for people to realize enjoying the power and right of manage the State. The quality andquantity are the two sides of democracy procedure, internet democracy’s participation not onlyincrease width of citizens’ politics participation, but also helps deep development of democracy.Meanwhile, it makes impact on democracy procedure. Politics needs to be innovated to apply to thechange.This article use the literature of Cohen ’s " On Democracy", and demonstrating of new media oncitizens’ political participation influence from "the breadth, depth, efficiency " these points of views.finally, to expound how to cope with challenges of new media in cyber politics in online politicsfrom different angles, such as changing government system, strengthening information monitoringand creating authorities.The political participation under new media fill up the mechanism of public opinion expressionin a certain sense and it Cultivating the citizen participates in the spirit. And compared to traditionalpolitical participation, participation has become so simple, the response becomes more fast. It can besaid that the new media provide a wide range of equal political participation opportunities and a hugedemocratic political atmosphere for the community. With the progress of new media and the risen ofnetizen number, this new type of political participation, will have more and more space ofdevelopment.
