A Research On Chinese Citizen’s Oversea Security Mechanism

In recent years, with the rapid increase in the number of Chinese overseas citizens, theirsecurity issues have become increasingly prominent, how to protect the legitimate rights andinterests of overseas citizens, especially the safety, has become a new diplomatic issues onwhich our country enters the new period faces. Since the21st century, especially the numberof our country domestic residents abroad exceeded10million people since2000(notincluding the number of Hong Kong, Macao and Taiwan residents abroad), it has beenincreasing by an high-speed of18.5%per year. basically, an increase of10million peopleevery2to3years, According to statistics from the National Tourism Bureau, in2011, China’soutbound tourist arrivals of70.25million passengers, an increase of22.42%and in2012, thenumber of outbound tourism is expected to reach77million passengers, an increase of12%.Since2006, more than40,000consular protection cases about overseas citizens are handledby the Ministry of Foreign Affairs every year. With the sharp expansion of Chinese citizensand consular protection cases, the protection of their personal safety, property and otherlegitimate interests has been paid more and more attention by our government. How to protectour overseas citizens effectively has become a new diplomatic subject which need todesiderate resolve. For this purpose, the article will be divided into four sections to bediscussed:The preface will mainly discuss the significance, the domestic and foreign researchpresent situation, research methods and related concepts. The first part is mainly about theanalysis of the security situation of the China’s overseas citizens, including the geographicdistribution of the number of our overseas citizens as well as the types of risks and thesecurity environment of the host country. The second part mainly discusses the present statusof overseas citizen security protection mechanism, combined with the case, we will make theassessment of the current mechanism. The assessment focuses on the defects in the currentmechanism. The third part expounds the current difficulties of our overseas citizen protectionmechanism reform and the corresponding improvement measures which should be taken.
