Research On The Safety Of Chinese Overseas Labor Since The Reform And Opening Up

This paper focuses on the safety of Chinese overseas workers.The safety problems of Chinese overseas workers include not only the analysis o f reality and the exploration of the root causes of security threats,but also the measures and practices taken by Chinese diplomacy to help overseas workers cope with security threats and implement security protection.After the reform and opening up,C hinese overseas workers developed rapidly under the framework of overseas engineering contracting and labor cooperation,and the number of outposted workers and the structure and level of labor cooperation were upgraded and optimized.Unlike the diaspora,immigrants and refugees,C hinese overseas workers hold the nationality of the People's Republic of C hina,who obtain employment opportunities and remuneration from outside the country in the form of labor dispatch and Labour export are concerned about their existence and security threats outside the country.Although the Chinese have a long history of going overseas,the economic arrangement to go overseas in the form of workers should be after the reform and opening up.Since the new century,the safety of o verseas workers has entered the national strategic vision as part of China's overseas interests.Overseas workers face not only threats to their lives but also challenges to economic and political security.Security research from the perspective of international relations emphasizes not only that security is a state,but also a capability.Under the conditions of globalization,the importance of non-traditional security issues has increased,and the concept of human security has opened the way for overseas Labour security research.According to the energy transfer theory,the information supply theory and the cross path theory in the security science,the security threats faced by overseas workers are mainly three types: life security,political security and economic security,and the three kinds of security correspond to different threat sources,accident grades and handling methods.Since the reform and opening up,the concept of protection and management system for Chinese overseas workers have been continuously improved,achievements have been made in the construction of various laws,regulations and mechanisms,and different practices,such as consular protection,diplomatic protection and legal protection,have played different roles.Especially with the mediation of labor disputes in Romania and the international evacuation of Vietnamese as the representative,it shows the flexibility and efficiency of Chinese overseas labor safety protection.China's policies and practices in the field of labor safety protection should be further strengthened in such areas as legislation on labor protection,information transfer on safety protection,development of international cooperative market,daily management and emergency response,and safety and protection of growing C hinese overseas workers.
