Analysis Of The Power Of Security Organization In Public Universities From The Perspective Of Administrative Law

In China, nearly all the universities have safeguard organizations. Safeguardorganization is an important internal administrative setup for the university.It is also one ofmajor functional organizations for universities to use their administrative powers. Meanwhile,because of reasons like business needs, history and so on, safeguard organizations ofuniversities have close relationship with local police force.Safeguard organizations evenperform certain power of polices. For long complicated leadership, it is hard for people tojudge source and attribute of safeguard organizations’power.Now, universities are in Chinesepublic institutions’reform.By proposing “Administering University law”, universities’safeguard organizations are in transitional stage of reform and development. The thesisanalyzes source and attribute of universities’ safeguard organization from perspective ofadministrative law to solve practical problems. The thesis try to find safeguard organizations’future reform direction which is suit for Chinese’s condition.The thesis will use methods like, combining theory with practice, reviewing literature,and comparing to analyze questions like power and system of safeguard organization.Administrative behavior of safeguard organization is analyzed in perspective of law. There arethree parts of the thesis. The first part analyzes power of safeguard organizations bycombining administrative theories, like administrative authorization and administrativeentrustment. The second part analyzes practical situation of safeguard organizations’ functionsand power operation by investigating universities’ safeguard organizations. The last part givesadvises and future directions of development to realize legalization of safeguardorganizations’ power.
