Research On The Countermeasures To Improve The Administrative Efficiency Of Colleges And Universities Under The Background Of The Modernization Of University Governance

With the constant advancement of deep education reform,the administration efficiency of the universities appears the characters and problems with the new era.It is significant in both theoretical and practical aspects for the universities to utilize the modern university governance theory to solve the problems,promote the pilot effect on deepening the education reform by the administration departments,improve the modern governance ability,establish the modern university governance system,and realize the modern development of the universities.The administration efficiency means the departments of the universities realize the working goals by the minimum cost and the optimal state of the resource allocation during the progress of acting the administrative behaviors.It should be assessed and evaluated from the subjective and objective aspects,including the five main indicators of organization,cost,decision-making,action,and procedure.The paper analyzes the administration efficiency of the universities in the south of Sichuan province by concluding the literature researches home and abroad,questionnaire survey,and the personal interviewing,and taking the six universities locating in the south of Sichuan province as the researching objective,including Southwest Medical University,Sichuan Police College,Sichuan University of Light Chemical Technology,Yibin College,Leshan Normal University,and Neijiang Normal University.The problems of the administration efficiency can be concluded in five aspects according to the researching results.First,the CPC committees do not play the important role and the systems of the organization and personnel allocation lack of power.Second,the budget plan and action lack of science and the resources are allocated with disproportion.Third,there is few plans in the top levels,the decision-making system and action should be normalized,and there is little participation and supervision by the teachers and students.Forth,the subjective initiative of the second level colleges is not enough,and the management supervision system is not completed,and the knowledge and ability on the education management are not enough.Fifth,the procedural system,normalization and standardization are not enough.The degree of information is insufficient.The paper refers to the experience of the highly ranking universities home and abroad by come up with five suggestions to improve the administration efficiency of the universities in the south of Sichuan province.First,upholding the leadership of CPC,establishing the governance system oriented around the CPC,optimizing the administration organizations and staff allocation,and improving the organization efficiency.Second,optimize the resource allocation,completing the budget audit system and the process control,improving the cost efficiency.Third,upholding the principles to govern the universities according to the laws,strengthening the internal governance and designs of the top level,completing the decision-making system,reinforcing the participation and supervision of teachers and students,and improving the decision-making efficiency.Forth,specifying the rights and obligations,completing the management system of the second level colleges,optimizing the assessment system,adding the educational training,highlighting the positive encouragement,and improving the service ability of the personnel.Fifth,upholding the standard process,improving the efficiency of dealing with the affairs,establishing the integration big data system,promote the information establishment,and improving the procedure efficiency.
