Our society is in a critical period of reform and opening up, stakeholder diversified development trend between the various ethnic groups due to the natural, historical, economic, and social aspects of development vary speed, caused the development gap in the objective widening, making some areas of discord factors, resulting in ethnic conflicts, threat of national integration carried out smoothly.
