Views on the Establishment of Scientific Development of Party and Governmental Leading Group and Its Merit System (hereinafter referred to as Views) was published in June,2009, which is a new symbol of process on the leaders merit system in China. Compared to western countries, Chinese government adopted the performance evaluation system very late. In recent years, some local governments have put performance evaluation into practice and have gained some achievements. Take Guangdong province for example, the public security organs have applied a system as below:clear responsibility according to position, assign workload according to liability, scoring on the workload, pay for the evaluation score, take into consideration both the working quality and workload. The policemen’s year-end bonus, appraisal, contribution award, monthly evaluation score from the working community are all related to each other. Those who performed well were handsomely rewarded, which has achieved good results. So as the Zhejiang, Jiangsu and Fujian province public security general organs, where performance evaluation has already adopted since2000when this system was just begun to established. These three provinces have gained great fruitful achievements through performance evaluation. Especially the Jiangsu province, they made great progress on different aspects and were praised by the Ministry of Public Security&National Defense when the performance evaluation system was put into place."To establish a performance evaluation system corresponded to the national defense practice and firmly put it into practice is the basis and prerequisite", said the Jiangsu Detachment on their experience communication meeting. Qinzhou Frontier Defense Detachment began to utilize performance evaluation system in2004, at the same time, the principle commanders in all the local frontier defense police stations were taken into this system. After years’practice, the primary achievements have been obtained though there were still shortages, such as the feeble operability, the limitation of evaluation mode, the unreal result of appraisal, which impose the positive role of the quantitative evaluation. To perfect the quantitative evaluation for principle commanders in local frontier defense police stations will benefit the cadre promotion and fully develop democracy, will benefit the construction and administration of public security frontier defense troops, will ease the practical problems in the officers evaluation, will play a meaningful role in the scientific trend, democracy and institutionalization of the work in local frontier defense police stations. This essay attempts to deeply analyze the current situation of quantitative evaluation for the principle commanders in Qinzhou frontier defense police stations based on the objectives management and performance management theories. There are some deeming features in the principle commanders’quantitative evaluation system in Qinzhou frontier defense police stations. First, the system gets approval from officers on the whole. Second, the process follows the principle of open and fair. Third, the evaluation of ability is real and practical. At the same moment, this essay put forwards three proposals in terms of the problems exist in the current system:one, the subjects of the evaluation is changed from the unitary to the polynary; two, regular checking should changed to nonscheduled evaluation; three, the emphasis should be on the substantial results instead of the methods. Currently the performance evaluation system is only a small part of the human resource management in this community. Regarding to the particularity in this detachment, the implement of this system is severely restricted on human resource plan and salary system. While with the further development of the reform of the government organization, civil service system and the police system, we will make breakthroughs on those aspects in the near future.
