The peasants are the principal part in building the new countryside, the principal part in agricultural production, the direct user of agriculture sicence and technology and also the most important power in building a well-off society in an all-round way. The quality of the peasants influences spread and application of agriculture sicence and technology, influences the result of the agricultural production, relates to the success in the new countryside construction and the course of building a well-off society in an all-round way.Therefore the farmer quality problem is a critical question of promoting China’s rural and agricultural development.Since China has founded for60years, especially after30years of reform and opening up, great changes have happened in the countryside in our country, also the farmer quality has improved tremendously. However, as socio-economic developed, it demand for higher quality of farmer. But currently, considerable problems exist in the scientific and cultural levels, ideological and moral standards and mental quality of our farmers. On the whole, it’s still relatively backward. And behind the lower quality, is inadequacy in understanding of cultural self-consciousness, and lack of enthusiasm.From the point of view of cultural self-consciousness to explore farmer quality, we should correctly understand the relation of cultural self-consciousness and farmer quality. The peasants are the principal part and most important force in the cultural construction of new countryside, cultural self-consciousness can improve farmer’s understand to the culture. So farmers can clearly know the advantage and dis-advantage of their own culture; can be clear with direction and goal of the cultural construction of countryside; can mold farmer’s own value system, judgment criteria and cultural sense of belonging. Then cultural self-consciousness is the the core when we solve the problem of farmer quality. Building farmer’s cultural self-consciousness not only promotes the changing of farmer’s way of life and their value, but also helps farmers to clearly differentiate science and superstition, differentiate civilization and ignorance, guides farmers to make an effort to develop civilized and progressive socialistic new fashion, and it also can create a good social cultural atmosphere. Finally, farmer’s cultural self-consciousness quality enhancement cannot be separated from each other, cultural self-consciousness influences the power that human know and transform nature, influences farmer’s ideas, attitudes, values and beliefs. The improving cultural self-consciousness can further enhance farmer’s cognitive ability, creative ability and overall quality; and enhancing farmer quality can further enhance cultural self-consciousness.To promoting farmer’s cultural self-consciousness, improving farmer quality, we must learn to deal with three relations:the relation of cultural self-consciousness and basic level leadership, cultural environment and the mood of farmer, farmer quality and the mood of farmer. There have three pathway to promote farmer’s cultural self-consciousness and improve farmer quality:enhancing farmer’s enthusiasm of cultural self-consciousness, reinforcing education of culture, improving the surround-ings of cultural self-consciousness.
