The spirit of public administration is the core concept of public administration,the soul and legitimacy root of public administration, occupies the fundamentalsituation in the administrative theory. The public administration which lack of supportof public administrative spirit is no future, the nature and function of publicadministration highlights the necessary specifications of public administrative spirit.The weaken of value, loss of meaning, fading of morality and rampant of instrumentalrationality accompanying with modernization process brought huge impact to thespirit of responsibility, democracy, public, service in public administration, causedspiritual crisis in the field of public administration, which has become a hiddentrouble public administration facing. Our country is in the period of socialtransformation now, dramatic changes of administrative ecological environment inthis time has brought huge challenges to administrative system, one of the mostfundamental challenge is the slip of public administrative spirit. It makes the basicvalue, the theory and the operation of public administration step into an erroneouszone to some extent, and this becomes the fundamental dilemma of the publicadministration in our country.Based on this background, it is of significant necessaryto cultivate the spirit of public administration in the administrative system, regain thepublicity and ethical character of public administration, and use it to guide thereformation of the public administration, shape a new type of administrative culture,and build a service-oriented government.This paper takes the theory to demonstration research approach, firstly sought theroots and combed the theory of public administrative spirit, set the publicity as thelogical starting point, and takes the viewing angle of social contract theory, traced thesource and formation history of public administrative spirit, groped the ins and outs ofpublic administrative spirit step by step from the starting point, cleaned the evolutionprocess of it, inferred the scientific connotation and denotation of publicadministrative spirit, and so made concept definition with theoretical basis to publicadministrative spirit. Then uses theory to observe reality, after researched thedevelopment history and status quo of public administrative spirit home and abroad,analyzed the current situation of public administrative spirit in our country formcontemporary transverse comparison and the longitudinal historical angle, dissected out some problems of the cultivation of public administrative spirit in our country,probed the forming reasons of this situation and problems from all possible aspects. Inthe last save problem section, based on previous theoretical research and empiricalanalysis, start from the important realistic significance of cultivating the spirit ofpublic administration, this article puts forward a series of route choice on cultivatingthe spirit of public administration.
