E-government can increase government transparency, reduce corruption, reducegovernment operating costs, improve government efficiency, and provide thebusiness and the public with better government services. However, there is a highfailure rate of post-adoption stage of e-government across the world, and thisphenomenon is most obvious in our country during the promotion of mandatorye-government. Therefore, government departments and research institutes needstudy the effects of the post-adoption stage of mandatory e-government.This paper will study the customer value and using intention of thepost-adoption stage of G2B mandatory e-government from the user’s perspective,and explore the relationship between the value of e-government and the user’s usingintention. Based on "means-end chain theory", this paper divides the value ofe-government into three dimensions: the value of e-government perceived functionalvalue, perceived relationship value and perceived public value; and selects theusers’ using intention as the measure of e-government effectiveness; and proposesthe concept "cross-using intention", as the measure of users’ intention of expandingthe usage of e-government, together with "continual using intention" as the customerusing intention. On this basis, this paper established the model of the relationshipbetween perceived value and using intention. By the approach of questionnaire,enterprise level users of e-government services were investigated.Empirical results show that the perceived functional value and perceivedrelationship value of e-government have significant positive influences on thecontinuing using intention of e-government, and the continuing using intention ofe-government has a significant positive influence on the cross-using intention. In allthis, the perceived relationship value has the most significant influence, and theresult is not only related with our culture and social environment, but also reflectsthe characteristics of the service industry. Empirical results also showed that theperceived public value of e-government has no significant influence on thecontinuing using intention of e-government, which is China’s peculiar phenomenonunder current social system and economic structures.
