Research On Public Adoption Intention Of Open Government Data Platform

In recent years,as countries around the world attach importance to and develop data openness,open government data platforms,as a new type of public data resource open website,have begun to enter the public vision.Open government data platform provides first-hand data resources to the general public,encourages the public to use and develop data,enhances data utilization,and taps the potential of data resources.The advent of the era of open data not only solves the problem of information asymmetry between citizens and governments,but also promotes the government to increase transparency,improve public service levels,and accelerate social operation efficiency through the direct use of data resources.The emergence of an open government data platform is also a link between the government and the public.With its comprehensive data types,diverse data formats,and timely data updates,it fully mobilizes the enthusiasm of individuals,organizations,and institutions to use data resources to innovate the society.Governance model to promote the development of society by leaps and bounds.Guiding and encouraging the public to actively use the government data open platform is the key to ensuring the efficient use of public data resources and is of great significance to the development and progress of government data openness.However,although the provincial government data open platforms have been established and opened to the outside world,the public use of government open data platforms is still not high,and data resource utilization is also very limited.Theoretical research on domestic government data open platforms mainly focuses on the current status of platform construction,evaluation systems,and evaluation indicators,and ignores the research on public adoption intentions of open government data platforms.Therefore,it is of great practical significance and theoretical value to explore the influencing factors of the public acceptance intention of the open government data platform.This study first introduces the background of the open government data platform and the value of researching public acceptance intentions.Secondly,based on the research literature of domestic and international data openness and e-government public acceptance research,based on the characteristics of the open government data platform and the theoretical basis of the adoption research,combined with Theory of Reasoned Action,Technology Acceptance Model and Technology Acceptance Model 2,and Innovation Diffusion Theory,construct A model for public adoption of open government data platforms.The model identified six variables: "individual innovation","relative advantage","subjective norms","perceived usefulness","perceived ease of use",and "adoption intention",and put forward research hypotheses based on the relationship of the variables.Thirdly,416 valid questionnaires were collected through online questionnaires.SPSS 25.0 software was used to perform descriptive statistics,reliability and validity tests,correlation analysis,regression analysis,and mediating effect analysis on the sample data.The research results found that individual innovation and comparative advantage have a significant positive impact on the public acceptance intention of the open government data platform,and subjective norms have no significant impact on the adoption intention;individual innovation and comparative advantage have a perceived usefulness and perceived ease of use,respectively.Significant positive impact,subjective norms have a positive impact on perceived usefulness,but have no significant impact on perceived ease of use;perceived usefulness and perceived ease of use have significant positive effects on adoption intentions,and have individual innovation and adoption intentions,respectively.Partial mediation effect between comparative advantage and adoption intention,the mediation effect between subjective norms and adoption intention does not hold.Finally,according to the results of the research hypothesis test analysis,according to the characteristics and actual conditions of the open government data platform,it proposes countermeasures to increase the utilization rate of the open government data platform and encourage the public to use the data resources of the open government data platform.
