The city is a product of the constant development of human society,which is also an important form of the development of civilization. Thefunction of the city has also been strengthened along with the rapidurbanization of Chinese society. Some large cities have been attractingmore and more people because of their outstanding advantages inemployment, medical treatment, culture, entertainment and real economy,which can meet the various demands of different kind of people. However,due to the limitation of the bearing capacity of those cities, many of thepeople are encountering bottlenecks in the process of their city lives, theresidences especially. In recent years, the residence of the floatingpopulation is becoming the most intractable question in Beijing, Shanghai,Shenzhen and the other metropolises in their process of city management. The floating people need medical treatment, short-term employment,longer-term tourism, and all those lead to the requirements for a short citylife. But these requirements are hardly met by the reception of the hotelsand the inns. The infrastructural facilities are also in lack of thecorrespondent plans and designs. Under such circumstances, along withthe fast development of the commercial residential buildings, more andmore unused houses are rented in short-term such like hours, days etc.The types of “short-term lease” cited above bring convenience to thefloating people by means of saving the living costs in their short stay inthe city, and also bring economic profits to the landlords in disposing theidle housing resources. These positive factors are supposed to be thereasons for social and governmental support. However, when we take arealistic look on the “short-term lease”, most of the rental houses aretemporary rented or paid cash on the price instead of under signed contactand registration in general. They are in lack of tenant registration andIdentity check, therefore, the Public Management Department considersthat the “short-term lease” has brought great hidden dangers in theresidence registration and the public safety. By that logic, as far as the“short-term lease” is concerned, the Public Management Departmentadheres to the traditional pattern of “obstructive management”. The thesisanalyzes the conception and the actuality of the “short-term lease” fromthe visual angle of city management, and it also analyzes the necessity and the boundary of the Public Management Department’s participationetc. Furthermore, the thesis makes specific and feasible recommendationsfor the management from a practical viewpoint, through which we canput forward and verify the opinion that only the integrated managementcan obtain positive results.
