Since the1980s, with the reform and opening up and the advance of market economy, small towns get unprecedented development. Especially the appearance of township enterprises greatly promotes the rural industrialization and rural urbanization, the widening the number and size of towns, the proportion of economic aggregate greatly increased in the town. The status of small towns in the national economy is more and more prominent. Under the policy guidance of urban and rural integration, the development of small towns is endowed with special social and economic significance, it is the double characteristics of both urban and rural, is the key point and the swimmer of urban and rural planing. Supplies of the public service facilities in small towns become an important link in urban and rural integration.In this paper, based on the environment, study on supplies of public services facilities in small towns of Gujiao city, Shanxi province. Mainly by the new public management, new public service, the grey system theory as the foundation, analysis the present situation, problems and influence factors of the supply of public service facilities small towns in our country at present, introduces the experience of developed countries and regions at home and abroad, to pave for later empirical analysis. In the empirical analysis used demand seating arrangement analysis method, grey relational comprehensive evaluation and satisfaction evaluation method to analysis public service facilities supplies of the Gujiao city, and its supply environment, so as to conclude that public service facilities of small towns remain being in short supply, imbalance between the governmental supply and residents demand, overall low satisfaction. By using the experience of developed countries and regions at home and abroad, provide some possible suggestions respectively from ideology, investment, institutional, the diversity of the main body and establishing supervision and evaluation mechanism, etc.Through the research of this subject, obtaining some problems in the supply of public service facilities of small town areas in Gujiao city, and relevant countermeasures and suggestions from multiple perspectives. At the same time, the beneficial experience for promotion.
