Research On The Safeguard Measures Of Public Service Facilities For The Disabled In Shanxi Province

Public service facilities for the disabled are the front for the development of the cause of the disabled,an important means to protect the rights and interests of the disabled,and an important link to ensure people’s livelihood.General Secretary Xi Jinping pointed out that "the disabled are a group of special difficulties and need special care and special attention".Since the 11 th five year plan,the state has made a lot of policy support and capital investment,and proposed to promote the rehabilitation,nurseries and comprehensive service facilities for the disabled at all levels of provinces,cities and counties,so as to realize the basic coverage of facilities for the disabled at the county level and the full coverage at the municipal level.From the perspective of public management,this paper collects and sorts out the relevant data of Shanxi Province,starts with the current situation of public service facilities for the disabled,and uses a variety of research methods such as comparison,statistics and measurement to explore the main factors influencing the guarantee of public service facilities for the disabled in Shanxi Province,so as to fill the research gap of the guarantee of public service facilities for the disabled in Shanxi Province.This paper summarizes the current research status of public service facilities for the disabled at home and abroad,and based on the national statistical annual report of the disabled from 2015 to 2019,the final accounts of Shanxi disabled persons’ Federation in 2019,and the statistical yearbook of disabled undertakings in Shanxi Province in 2019,horizontally combs the current situation and problems of public service facilities for the disabled in Shanxi Province from the scale,form,regional distribution and other aspects.In the aspect of factor analysis,this paper establishes Smith’s policy implementation model framework,taking the idealized policy,policy implementation subject,policy implementation environment and target groups as the breakthrough point,and finds that Shanxi Province has formed a relatively perfect policy system of public service facilities for the disabled,which is affected by regional development although the policy is relatively ideal Secondly,the implementation of policies is inefficient due to the complete level and wide coverage of executive agencies,the lack of joint efforts in a large range of departments,and the lag of institutional innovation.Thirdly,the understanding and acceptance of the disabled audience groups with individual needs differences and relatively conservative cultural concepts and ideological understanding also limit the development of public service facilities for the disabled Exhibition.At the same time,through the establishment of Smith policy implementation model,taking the area of public service facilities for the disabled as the dependent variable,through the linear regression,it is concluded that the financial autonomy rate and urbanization rate are the main factors affecting the dynamic situation of public service facilities for the disabled.The higher the rate of financial autonomy,the larger the area of public service facilities for the disabled.The higher the rate of urbanization,the smaller the area of public service facilities for the disabled.Finally,from the regional,departmental,public and private aspects,this paper puts forward the ideas of public governance to improve the quality and efficiency of public service facilities for the disabled,and puts forward countermeasures and suggestions on how to further strengthen the protection of public service facilities for the disabled.
