Based On Gray System Theory, Local Governments Public Administration Performance Assessment Study

In recent years, as our economy sustained, rapid and healthy development, the main function of the government had begun to provide public goods and basic public services. The level of public utilities management performance has become an important symbol of government's ability. Performance evaluation as a useful tool of an evaluation and improvement to the local government's public utilities management, and gradually at all levels of government in public utilities management practices has been generally used. The paper is aimed to exploring grey system theory in the field of local government's public utilities management. The result indicated that it is helpful to open the thinking way of performance evaluation of local government, have some practical value.Grey relation analysis method is fit for uncertain condition in which small samples and multivariable. It can avoid the influence of subjective findings weight, assessment is objective and computing process is simple, so grey relation analysis method is suitable for the performance evaluation of local government's public utilities management. It provides a new thinking way.The paper exported the gray system theory in China's local governments'public utilities management performance evaluation, as well as research and reference literature related to the target system, established a Gray relation analysis model for the local government's public utilities management performance. Use the gray relation analysis models to evaluate the ten prefecture-level cities'performance of local government's public utilities management in Shaanxi Province, analysis of the main affecting factors for all prefecture-level cities' government public utilities performance. At last, according to the evaluation results, give corresponding advice to the local government to improve its management performance of public utilities for the results reflected the problem.
