The marketization and internationalization of economy constantly forces China toadhere to political system reform, particularly its administrative system reform. Thesereforms not only change interpersonal interest relationships, but also improve people’sparticipation awareness, and the calling for information publication and establishmentof “sunshine government” is loudly heard. As the most fundamental administrativeorganization in rural districts, the people’s government of townships is most closelyconnected with the mass, thus its influence is more extensive and profound. In recentyears, with the fully execution of the government information disclosure regulations ofthe People’s Republic of China and relevant lawful documents, the disclosure work offundamental rural governments has being on development, and the construction of“sunshine government” has gained outstanding success. Whereas, as China’s ruraldistricts are vast and the population is great, besides the fact that the construction ofurbanization and new countryside has constantly change the situation of “three rural”,the development is still imbalanced, and the differentiation among economy, technologyand culture is great. The public information disclosure work of some townships stillneeds to be improved. Great difference exists in public information disclosure as well asthe effects, as eastern districts are better than that of the west, flat areas are better thanthat of hilly districts and Han people are better than that of the minorities. Comparedwith the disclosure work of upper local governments, the general situation is “empty”,“narrow”,“fake”“sluggish” and “simple”. The reasons behind these are that: first, theawareness of service and responsibility is weak. People neglect the work of informationpublication, showing a passive and reluctant attitude; second, unreasonable agentconstruction and human resource arrangement. There is no designated personresponsible for the work with high quality; third, unscientific classification, collectionand filtration of public information. The content published isn’t accurate, all-inclusiveand timely; forth, monologue in form, channels are limited, and even the equipment areobsolete as well as the circulation of information is difficult; fifth, the effect ofinformation publication is not fully covered, supervised and accessed. In a word, allabove mentioned causes are due to perception lacking, imperfect system, unsound lawsystem and poor natural science and technology conditions. Nevertheless, it is necessary to well perform the information publication work of township in rural districts, whichis beneficial to the realization of peasants’ right to know, to the work of combatingcorruption and uphold integrity and to promote government’s trustworthiness in ruraldistricts. It is also the peasants’ need of participating and developing economydemocratically as well as improving living standard. To carry forward the disclosurework of fundamental government’s public information in rural districts more effectivelyand improve the construction of service government, this thesis analyzes relevant issueson the basis of system analysis and empirical analysis. It concludes that it is necessaryto greatly support townships with high quality personnel, system, technology, structureand finance, the safeguard of system and personnel in particular. It argues that theconstruction of township public information disclosure in rural districts can only beimproved through boosting workmen’s quality, advancing the legal ranking ofinformation publication, improving working system and enhancing relief andsupervision.
