Empirical Study On The Effect Of The Publication Of Government Information On Business Environment

In recent years,around the important goal of optimizing the business environment,promoting the publication of government information and improving the transparency of government have become one of the important contents of government work.Relevant research also began to discuss the role and impact of government information disclosure on the business environment.However,both the practical work and the existing research are lack of empirical answers and tests.At the same time,under the general appeal of classified management of government information disclosure,taking the disclosure of government information as a whole will also ignore that different types of government information may have different impact on business environment.Therefore,it is of great theoretical and practical significance to answer “whether all government information publicity can optimize business environment” on the basis of empirical research.Based on the transaction cost theory and the principal-agent theory,this paper takes transaction cost as the starting point and takes fiscal transparency and government environmental information disclosure as the representative indicators of government endogenous information and external information according to the classification standards of information sources.Then develops the analysis frameworkand research hypothesis of the impact of government information disclosure on business environment.In order to test the impact of government information disclosure on the business environment under the classification perspective,this paper uses the data of city business competitiveness index,government fiscal transparency index and piti index.The empirical results show that fiscal transparency can optimize the business environment,while the government environmental information disclosure will hinder the development of business environment.In the further discussion,it is believed that different types of government information disclosure have different effects on the business environment,which may also be affected by the time span.The research results should provide a reference for practice.From the perspective of government information disclosure,this study puts forward suggestions for optimizing the business environment,such as giving consideration to information disclosure and enterprise burden reduction,appropriately increasing the proportion of policy-based information and commendatory information,and improving the timeliness,availability and credibility of information disclosure.
