The researches on administrative law enforcement units are mainly centralized on the scope ofpolitical science and management science at present. Generally speaking, in the1980s, researchersmainly focused on researching and discussing the streamline administration&institutedecentralization and greater autonomy of public institutions (law enforcement units); after the1990s,along with the increasingly deepening of public institutions’ reform, related governmentaldepartments, experts and scholars have paid more and more attention to the research on the reform ofadministrative management system and the administration by law, etc., and obtained increasingly richachievements, but they have never analyzed and researched the concrete issues, like the functionaldifferentiation and structural change, etc. of administrative law enforcement units from the angle ofsociology. By researching the development history of Nanjing YG Office, an administrative lawenforcement unit, over the past more than30years, and by combining with the previous researchfindings on the structural functionalism and the system of units, this paper attempts to re-examine lawenforcement units from the angle of sociology, and to research the significance of functionaldifferentiation and structural change for law enforcement units. The descriptive data in the paper arebased on the early-stage investigation, and this paper has mainly developed research by means ofliterature analysis, individual interview, and content analysis. The innovative factor here rests withthat, this paper has observed and researched the internal management behaviors of our country’sadministrative law enforcement units from the angle of sociology.The research has proved that, the general trend of YG Office’s functional transformation andstructural change over the past more than30years is suitable for the social environment. According tothe analysis on the internal “AGIL” function of YG Office as a social system, YG Office shall focuson strengthening the function of potential mode maintenance, namely reinforce the construction of theunit’s culture, give full play to the cohesion, excitation, normalization and guiding functions of culture,and promote the good interaction and development of the social system all the better. As seen from thechange in the governance structure of YG Office, there are two trends existing at the same time,namely the structure of administrative level system has been improved constantly, and the dependenceof individuals on units and organizations has been weakened.Therefore, YG Office shall strengthen the construction of unit’s culture, and take industrialculture as beneficial complementation to the unit’s internal management system; meanwhile, it shall innovate the unit’s organization structure constantly, and establish an organization managementsystem which combines rigorous supervision and high-efficiency operation, and is full of vitality andanimation by raising the unit’s management thoughts and innovating the management systems andmeans; in addition, it shall promote the career development of law enforcement personnel with greatefforts, and practically embody the people-oriented concept by intensifying the relationship betweenindividuals and the unit.
