Floating population management is a puzzle which various countries in theworld are certain to meet in economic and social development. Over the years,China has made some achievements towards management of floating population,but effects are not ideal on the whole. In particular, input and output of localfinance are disproportionate, and it is difficult for new residents to blend in cities,and management difficulties are enhanced continuously, so it is urgent to find amore economical, fair, and effective new management approach.Jiaxing City located in the eastern coastal developed area inhabits a largenumber of new residents. Management to the group has been an important issuefor social management in Jiaxing all the time. Jiaxing City has formulated andimplemented the point evaluative management for city new residents since2008through overall consideration of economic and social development objects,features and demands of new residents, and financial burden abilities. Practiceprocesses for Point evaluative management for city new residents are researchedin the thesis according to basic concepts of such theories as new public management and rational choice. In addition, main problems met during policyimplementation are observed, direct reasons for these problems are analyzed,main factors influencing the point evaluative management for city new residentsare analyzed through theories, and improvement direction, countermeasures, andsuggestions are proposed on the basis.In part1: background, reasons, main purposes, core concepts, overseas anddomestic research status, and the thesis’s research ideas of the point evaluativemanagement for city new residents in Jiaxing city are mainly discussed. In part2:theoretical bases researched in the thesis are mainly summarized. In part3: basicinformation and existing problems of the point evaluative management for citynew residents are mainly overviewed and direct reasons are analyzed. In part4:fields to be improved are analyzed from demands of implement objects andresources of implement objects and experiences that can be used for referenceare summarized via listing similar management methods at home and abroad. Inpart5: countermeasures and suggestions for improving the point evaluativemanagement for city new residents are proposed, including the system andimplementation of supporting measures and supporting policies. In part6: theresearch is summarized.
