The Study On Community Residents' Participation In The Construction Of Civilized City In Panlong District,Kunming

As an inexorable trend of modern urbanization development,the title of the civilized city is the highest honorary one that reflects the overall level of civilization and comprehensive strength of the city.As the “teleneuron” of creating a civilized city,the community undertakes a large number of creating works and the direct participation of local residents is directly associated with the creating result.At present,the focus of academic research on the issue of public participation in the creation of civilized cities is mainly based on the broader groups such as “general public”,“city residents” and “citizens”,while the research on community residents' participation is mainly focused on community governance and urban governance.Few studies have been carried out on the studies specifically targeting community residents' participation in the creation of civilized cities.The government has gradually realized the importance of community residents' participation in the creation of civilized cities and adopted some mobilization measures to increase their participation rate,but community residents' participation in the creation of civilized cities are still faced with various shortcomings.Based on the theories of governance as well as good governance,new public service,and public participation,the studies based on literature research method,questionnaire survey method and interview method have been carried out in this article where the status quo and problems of community residents' participation in the creation of civilized cities have been investigated by taking Panlong District as an example.We have found out the reasons for the community residents' absence of the participation in the creation of civilized cities,and taken endeavor to explore the countermeasures to promote the participation of community residents' participation in the creation of civilized cities.The conclusions drawn in this article can be used to mobilize community residents in other cities and provide reference value for the creation of civilized cities.This article firstly discusses the basic theories of community residents and theirparticipation in the creation of civilized cities.Secondly,the status quo of community residents participating in civilized cities in Panlong District have been investigated.Thirdly,the existing problems and causes have been analyzed.Fourthly,the advanced experiences of Xiamen,Hangzhou,Zhangjiagang and other cities have been drawn on;Finally,preliminary countermeasures and plans have been put forward to inspire the Panlong District and other cities to solve the problems in community residents' participation in the creation of civilized cities.
