On March13,2012, U.S. President Obama signed the GPX Bill into law,which is an amendment to “Tariff Act of1930". The act specificallyauthorized the U.S. Commerce Department can apply to countervailingmeasures to "non-market economy country", and the application scope can betraced back to November2006. According to statistics, since2006the UnitedStates has launched dozens of anti-subsidy investigations against Chineseenterprises, involved more than20kinds of China’s export products,amounting to as much as7billion US dollars.This dissertation is composed of three parts: preface, text and conclusion.There are four chapters in the text.Preface mainly talks about the background of the selected subject, thesignificance of the research, and the thesis.Chapter One is the study of the American countervailing law. Startingfrom introducing the basic concept of subsidy and anti-subsidy, it introducesthe historical evolution, the recent development and changes of Americancountervailing law.Chapter Two is the analysis and evaluation of the GPX Bill. This chapterstarts from analyzing GPX case background, and then analyzes the reason ofthe Bill for, and their effects. This chapter also analyzes the new change in the American countervailing law.Chapter Three is the study of China’s subsidy status. This chapterrespectively analyzes the subsidy policies taken by the central governmentand local government, with a purpose to reveal the problems existed currentlyin China.Chapter4is the basis of the research. Respectively from the governmentand enterprises’ point of views, this chapter analyzes the measures Chinashould take to solve countervailing problems under the new situation after theAmerican GPX Bill is launchedConclusion part is a summary to the above contents and analysis.
