Today socio-natural disasters, emergencies and armed conflict with increasingfrequency, the risk is also growing. The Government’s crisis management andemergency response capacity, introduced new requirements, building a moreprofessional organization of civil protection is urgent. In this situation, theestablishment of a civil defense and air defense requirements of integration becomes atime for disaster prevention.Establish a unified comprehensive scientific and efficient management system ofcivil defence organizations, combining civil defence construction and urban disasterprevention and mitigation, will naturally become a common trends in the developmentof civil defence in the world; to be relative to the organic combination of air defenseand peacetime disaster prevention, vigorously promote the construction of two anti-integration, has also become common practice around the world.
