A Comparative Study Of Community Management Between Xian High-tech Zone And Yanta District

With the development and reform of the socialist market economic system, thedevelopment zones gradually become Chinese economic engine. Along with the increasingin the economy, the mode of social management and social service has undergone theprofound changes. The original mode of unit turnkey has been differentiated, and whichgradually return to the management mode which mainly depends on the social andcommunity. Although the initial service system was built, the existing management islagging because of some profound institutional defects in the economy of China. Thedefects directly impact on the investment and the concentrating of high quality talentedperson. Therefore, the role of the community as the primary unit constitutes a social isbecoming increasingly important.This thesis, taking community management in Xi’an as the research object, focuses on thecomparison analysis from the aspects of the community management systems, the runningmechanism and resource of the community management under the survey on the economicdevelopment zone (Xi’an High-tech zone) and Administrative Region (Yanta district)community management, and then propose the new idea of urban community managementin Xi’an. The corresponding content includes:(1) Based on the survey from the community management system of Xi’an High-techzone and Yanta district, to analyze the their advantages and disadvantages from the aspectsof the community governance system, community autonomy system and communitymanagement method;(2) Based on the survey from the community running mechanism of Xi’an High-tech zoneand Yanta district, to distinguish their characters and the adaptation from the aspects of thecommunity engagement, community autonomy and administration promotion.(3) Based on the survey from the community management resources of Xi’an High-techzone and Yanta district, to compare the difference of their resource allocation from fundingsource, facilities and composition, human resource.(4) Based on the comparative analysis of the community management systems, the running mechanism and resource of the community management, to propose the new ideaof urban community management in Xi’an.
