Research On The Management System Of Provincial Economic Development Zone ——Take Zibo Z District Economic Development Zone As An Example

Development zones are products of the reform and opening-up and economic growth in China.As the ’vanguards’ of local economic development,they epitomize the economic take-off in most areas in China,and play a positive role in promoting the reform and opening-up,optimizing the economic structure,improving the development mechanism and achieving scientific and technological innovation.However,in recent years,due to the instable international situation,especially the impact of economic integration,international financial risk,innovation of domestic industrial economic structure and other factors,problems including competitive edge weakened,development motivation decreased,and imperfection of management system have been continuously exposed.The leading role of development zones has declined.’System’ is essential to vitalize the competitive strength of development zones.Effectively handling the problem of ’management system’ is the only proper course to take to tackle the development problems with development zones.Z district economic development zone is a provincial economic development zone approved and established by Shandong People’ s Government in 1992,with 29 years’ history up to now."With complete organizational structure and good industry foundation,Z district economic development zone stands as a representative provincial economic development zone.In the assessment of provincial economic development zones in Shandong Province over the past three years,it has shown steaD progress with vibrant momentum for development.Like other development zones,Z district economic development zone has met problems with the management system.Therefore,focusing on Z district economic development zone,deploying new public management（NPM）,bureaucracy,polycentric governance and other theories,this thesis thoroughly highlighted and exposed following problems of the management system through interviews,case analysis,comparative stuD and other research methods:confused authority and responsibility,stumbled management and operation mode,element safeguard and supervision not in place,etc.Through interviews and theoretical analysis,major causes of the mentioned problems are summarized as:the polycentric collaborative governance model of the development zone failed to function,inflexible operation of internal organization,the management system affected by multiple factors,etc.On such a basis,referring to the experience of domestic and foreign advanced regions,the following countermeasures are proposed:1)build a smoother management operation mode,2)implement the flexible and improved personnel system,3)enhance the level of administrative service,4)establish more efficient internal and external assessment and supervision systems.These measures can not only help Z district economic development zone overcome obstacles to develop its management system and difficulties in development,but also serve as practical reference to other provincial economic development zones.
