Today, with the rapid development of information technology, the important role of thepublic sector information in promoting economic development has presented more and moreobviously, become gradually an essential factor for survival and development of people in theinformation society. Value-added exploitation of public sector information is a key factor fora country to gain competitive advantage and sustainable development, is the internal variablesto achieve information sharing and drive knowledge economy. Along with the developmentof administrative reform, the marketing economic system becomes more and more mature,the era of the government’s monopoly over the public sector information has ended, the newideas and methods for the development and utilization of public sector information areneeded in the modern society. At present, our development of value-added exploitation ofpublic sector information just starts, due to the imperfect of the system, leading the degree ofvalue-added exploitation of public sector information to present low, causing a lot of spareinformation and missing information products. Therefore, based on the traffic information asa starting point to study the value-added exploitation of public sector information, to seek thenew way to exploit traffic information in China, and extend to the whole value-addedexploitation of public sector information.This paper firstly summarizes the research background, significance and research statusat home and abroad; and analyzes the connotation and theoretical basis of public sectorinformation value-added exploitation, trying to introduce the theory of public goods in theprocess of exploiting public sector information, and analyzes the traffic information to seekout the public information which has the public goods attribute, and then investigating theEurope and United States developed country traffic information and effective practice;through the comparison to find out the problems existing in the process of traffic informationvalue-added exploitation. Meanwhile, learn from abroad successful experience put forwardand improve the traffic information conforms to our country national condition to exploitsystem, law and so on, in order to promote value-added utilization of traffic information inChina, promote the development of the information industry, meet the social and publicdemands for traffic information products and service diversification.
