Study On Exploitation And Utilization Of Government Information In Changsha

Information resource is the core strategic resource as important as the material and energy resource in current society. Government information is the key part of the information of the whole society, the evidence of the government decisions and the bridge connecting the government and the public. The study on the exploitation and utilization of the government information is important for all-level government.From the basic conception of the government information, this article analyzes the conception refine, fundamental character, procedure and feature of the exploitation and utilization of the government information, with combining the study fruit of the exploitation and utilization of the government information from the foreign and domestic scholars. Three fields of the study are pointed out—the economics, management and technology.This article makes Changsha as the concrete study target with in-depth investigation against the current situation of the exploitation and utilization of the local government information, at the same time, pointing out the main problems in the exploitation and utilization of Changsha government information: The effect of the information in the government decision is poor, the pure public information service is not enough, the producer of the quasi-public information is singular, the share and the open is contradictive with the security and the secret, the expenditure of information system is not enough. Furthermore, this article analyzes the reasons why the problems appear in terms of three fields—economics, management and technology.In light of the foreign and domestic developing trend of the exploitation and utilization of government information, combining the Changsha developing situation, this article points out the basic framework of the exploitation and utilization of government information, which is information combining, categorized information sharing, comprehensive servicing, law protecting, security protecting and talent supporting. The policy suggestions are raised in the end of the article, such as constituting the high-authority management system of government information, establishing the diversified exploitation and utilization system and increasing the information service for the disadvantaged.
