On The Construction Of China’s E-government Information Disclosure System

The information technology has been gradually applied to theorganization and operation management of the government, greatlyimproving the operating efficiency of the government since thebeginning of seventy or eighty’s of the twentieth Century, and theelectronic government also emerge as the times require. With the valueof the information is more and more valued by people, the disclosure ofgovernment information has become an important part in many nationalgovernment reform. However, government information publicity inChina started relatively late. The "Regulations of the people’s Republicof China on the disclosure of government information" began toimplement widely in May1,2008.No matter from the act itself, or from the actual work ofgovernment information publicity, there are many problems in Chinesegovernment information publicity system. For example, the law of lowrank, civil rights consciousness, information disclosure of audit,supervision, relief system is not perfect yet. Throughout the world, inthe science and technology is more advanced, democratic system ofmore developed western countries, such as America, Japan etc,electronic government information publicity started early, whether thesystem design and hardware technology, are worthy of our reference.How to improve and coordinate the electronic government and thegovernment information publicity system will be an inevitable issue inChina’s government reform in the future.In this paper, the development of electronic government in theopen system of government information in the background of ourcountry, not only analyzes a series of problems of "Regulations on opengovernment information" itself, but also in accordance with thecharacteristics of electronic government to raise new questions, andprovide corresponding solutions, finally tried to use informationstrength lies open government information more value. The whole text consists of five chapters.The first chapter is "Introduction", introducing the writingbackground, research purpose, the introduction of this research at homeand abroad, and some other problems which need to be explained. In thesecond chapter,"the necessity to construct the information disclosuresystem of electronic government", the relevant concepts of electronicgovernment and information publicity are introduced at first, then abrief analysis of existing problems in China’s information disclosure ismade in general, and the internal and external demands of theinformation disclosure in electronic government are elaborated at last.The third chapter "the electronic government information disclosure ofthe legal relationship between the comb", combined with the relevantlaws and regulations at home and abroad and the actual operation, willChina’s electronic government information disclosure of informationrelease, counterpart and the third party between rights and obligations,legal responsibility by combing, as presented below, to pave the way forthe solution. The fourth chapter "reference" system of foreign electronicgovernment information disclosure, introduces the excellent experienceof foreign electronic government information public, to provide areference for perfecting the system of electronic governmentinformation disclosure. The fifth chapter "countermeasures" system ofChina’s electronic government information disclosure, this chapter is thefocus of this paper, from the basic rights, legislation, review mechanism,supervision mechanism, the relief mechanism and technology, theimprovement of China’s electronic government information disclosuresystem and put forward the countermeasures and suggestions.
