Public Conlfict And Countermeasures About Urban Manager’s Administration Law Enforcement

Under the new historical conditions, China is making great efforts to promotingthe development of new urbanization, actively exploring the scientiifc development ofinnovative practice. Deep-seated social contradictions and problems are alsoincreasingly prominent in the process of urban transformation and upgrading, whichas the problem of urban management administrative law enforcement. UrbanAdministration and public conflict are directly related to the maintenance of thepublic interest as well as optimize the supply of public goods. Guangzhou UrbanManagement Committee and the Guangzhou Urban Management Law EnforcementBureau as the core public sector managements of the city, which not only in the fullimplementation of the new urbanization development strategy practice efforts tostrengthen the dynamic processing in the ifeld of law enforcement, but also focus onthe normalization of the emergency plan planning. However, in responding to publicconflict in the interests of balancing the relationship between law enforcement normsof behavior and crisis management work space, there is still need for improvement.In this paper, on the basis of the former existing research, scope and process ofthe Guangzhou Administration administrative law enforcement are summarized andcombined. According to the analyzing the public conlfict of the GuangzhouAdministration law enforcement, I explored the impact of the political, economic andimage of the city of Guangzhou. In addressing the public response to the GuangzhouCity Administration administrative law enforcement practice, analysis of the publicthe causes of the conlfict: the underlying reasons: the imbalance of interests betweenthe main body of the public conflict; induced reasons, the object of urbanmanagement administrative law enforcement personnel and administrative lawenforcement misconduct; upgrade reasons, management of the urban crisis is not yetin ready. Furthermore, the combination of the theoretical basis of this article that thepublic interest theory, economic hypothesis, theory of communicative action, and4R crisis management theory, expanding the countermeasures: the ifrst, the balance ofinterests, including the establishment of sound public conflict of interests coordinationmechanism, establish and improve public conlfict ruling mechanism and improve thesupply of quasi-public goods; the second，standardize administrative law enforcementbody and guide the object of administrative law enforcement, including to optimizeurban management administrative law enforcement and guide the administrative lawenforcement and cooperation of administrative law enforcement work; the third,improve the response to the crisis of public conflict management, including theestablishment of sound public conlfict early warning mechanism, the establishment ofsound public conlfict emergency linkage mechanism and strengthen the post-publicconflict aftermath work.
