Research On The Changes Of The Clean Government System By The Institutional Isomorphism

In recent years, we are gradually being aware of the importance of institutionbuilding in the process of anti-corruption, and we recognize that it is a best method byimproving and perfecting the clean government system to prevent and control thecorruption. Since the reform and opening-up, the construction about the cleangovernment system has three stages, which is reconstruction, improvement anddeepening, so far, we have established an anti-corruption system that includespunishing, prevention, supervision and education, which is a quaternity.In the paper, I will analyze the construction of clean government system from theinstitutional isomorphism point of view. This paper argues that the clean governmentsystem in our country is formed under the three mechanisms of compulsoryisomorphism that are coercive isomorphism, mimetic isomorphism and normativeisomorphism. In terms of coercive isomorphism, the clean government system isformed on the pressure of continuous development of clean thoughts, the currentsituation of corruption and the effect of the international community and nationalmandatory authority; in terms of the mimetic isomorphism, to save the cost of theclean government institutional construction and to reduce the uncertainty and risk inthe process of clean system construction, the clean system in our country includeslevel and vertical imitation; from the view of the normative isomorphism, based onthe common perception of the professionals and the clean system constantly beingimproved, the clean system is becoming systematic,legal and international.Finally, the paper will describe the influence of the institutional isomorphism andits revelation to the construction of China’s integrity system. This paper argues thatthe clean system which is formed on the pressure of the three mechanisms has thecharacteristics of legalization, prevention and supervision, and we have achievedcertain results in the fighting against corruption. But the institutional isomorphismalso brings some negative impact. On the one hand, it is the imbalance of theinstitutional structure; on the other hand, it is the inadaptability of the clean system.So, in the process of the institutional construction, it is necessary to focus on theinnovation of the clean system, to constantly improve the structure of the existingsystem; we but also should pay attention to highlight its own characteristics, and tocreate a favorable institutional environment in order to improve the adaptability of the system. We also should focus on the execution of the clean government system, sothat the utility of the clean government system get maximal, and the anti-corruptioncan proceed smoothly.
