With the background of rapid urbanization and economic reform,the Chinese grassroots tend to be classified. On the one hand, because of the reconstruction of industries, there comes more and more unemployed who can not live their lives; on the other hand, since 1990s when the urban residence gradually realizes privatization, the housing owners become a new booming social power. While at the same time, the "unit" system which the nation used to rely on begins to lose its power of control. It means that part of the social integration becomes invalid. The economic reform leads to "the free resources for action" and "the free space " which render the nation hard to find a good system which could govern our society as the one before 1990s. So, the nation shifts its focus of urban management from "unit" to community, transforms its old management to communities, carries out in time the democratic election of neighborhood committee and puts forwards the slogan of "community structure".This paper chooses the HY Street Bureau as research object, and selects two representative living areas in it. By means of analyzing various events between habitants and neighborhood committee, between housing owner committee and neighborhood committee, and in the neighborhood committee and with organizational theory of New Institutionalism, I try to explain the phenomenon that the external form doesn't conform to the internal practice of the organization after the reform of the neighborhood committee and reveal the change of community power structure.After more than 20 years of economic reforms, Chine is gradually transformed into a post-totalism society. Though the national control reduces and the social policies are loosened, the wills of the nation still could be carried out through transforming the social organizations and as the agents of the nation the leaders of these organizations supervise the society skillfully.The paper is composed of six parts.
