Isomorphism And Differentiation:Dilemmas And Strategies Of Social Work Participating In Community Delicacy Governance

As a micro field of social governance,community governance has been attac hed great importance,under the background of promoting social governance innov ation.The concept of community governance has advanced;the scope of it has e xpanded;the content of it becomes refined;the means of it are diverse and it is becoming more and more importance.Improving the ability and level of communi ty governance,and social governance innovation require humanity spirit,precise re quirements,participation of multi-subject,maximum performance optimization.The transformation from social management to social governance and from extensive management to delicacy governance provide a broad space and platform for social work to participate in community governance.Social work should also play a role in the delicacy of community governance.To some extent,social work and delicacy community governance have certain correspondence.Delicacy governance emphasizes the large range of the governance subjects,subtle governance process,professional governance technology and optimal governance effect.Social work focuses on humanity spirit,using a variety of scientific service methods,solving the problems of clients and developing their capabilities.Both of them have a large degree of consistency in value,means,process and goal.Social work has an important effect in the transformation from extensive management to delicacy governance.To explore the practical process of social work involving in community delicacy governance,this paper takes the innovative practice of community governance of H street in Wuhan as an example in the perspective of the theory of delicacy governance and based on its value,subject,means and goal.The research of this paper mainly includes the following aspects.First part is about introduction.It includes the background,reference review,key concepts,content and methods of research.The second part,on the basis of field observation and interview,the author finds that social work faces professional dilemma of isomorphism,including mandatory isomorphism,imitative isomorphism and mechanical isomorphism,in the process of participating in community delicacy governance.The third part,the author starts from the perspective of delicacy and with social work service projects to explore the reasons for the isomorphism of social work participating in community delicacy governance.The reasons include the paradox of the administration and specialization of social work,the unclear rights and responsibilities of governance subjects,and the unsound system and norms.The forth part,the differentiation strategy is proposed to solve the dilemma of isomorphism.Differentiation means be difference from the isomorphism.First of all,local-oriented differentiation.That means differentiation must be based on the local situation in community delicacy governance.It is necessary to change the idea of governance,and build the partnership type political society relations,so as to make social work move toward localization and the specialization.Second,demand-oriented differentiation.The community delicacy governance should be based on the people's demands,and the rights and responsibilities of the governance subjects should be clearly defined to construct multiple collaborative governance.Third,normative differentiation.It's important to establish scientific management system,construct fair assessment mechanism and elaborate system design.Finally,there are the conclusion and introspection.
