The Study On The Problems Existed In The Donation Made By Overseas Chinese And Compatriots From Hong Kong And Macao And Countermeasures On Those Problems

Donation from overseas Chinese and Hongkong and Macao compatriots is one of the important sources of local economic and social development, as well as an important supplement power for social progress of Chizhou, which plays a constructive role in improving local education, medical and health services, infrastructure construction and the level of the local people’s material and cultural life. But comparing with key emigrants’ origin cities of Guangdong, Hainan, Fujian, not only the amount of donation from Chizhou overseas Chinese and Hong Kong and Macao compatriots is small but also programs and channels are not abundant, which are contributed to some reasons by reading large amount of historical literature and interviewing workers of overseas Chinese affairs. First, for Chizhou is an inland city with a high percentage of agricultural population, the emigrant number is not big. During the early days of opening up and reform, under the notion of clan relatives and campanilismo, limited overseas resources partly blocked the development of donation of Chizhou local overseas Chinese and Hong Kong and Macao compatriots. Second, the competent department of overseas Chinese affairs of Chizhou got multiple changes since the foundation of the country and separated from Tourist Administration until1997, and most of them in counties are still working with department of tourism and reception with small numbers of full-time cadres and expenditure. Moreover, some counties even have no full-time cadres of overseas Chinese affairs and expenditure. In addition, the problem also contributes to the late start of donation, imperfect mechanism and legal system, inadequate atmosphere and poor platform. However, with the development of economic globalization, regional integration and fast international movement of persons, people’s behaviors and concepts have changed dramatically. This has brought unprecedented opportunities for donations of non-key emigrants’ origin city Chizhou overseas Chinese and Hong Kong and Macao compatriots. The proposing and practicing of the concept of Great overseas Chinese affairs, and rich practical experience at home and abroad, especially experience from those key emigrants’ origin cities, brought a strong driving force and important enlightenment to the work of Chizhou overseas donations.Through analysis and research, the paper indicates that the key to solve the problem of small amount of donation is by improving the legal system and mechanism, strengthening communication, enhancing service and supervision and creating a good donation atmosphere. And the way to solve the problem of narrow donation project areas, the key should take a consideration of the development of situation as well as local resources and advantages, enhance programs attractions by planning new and characteristic programs and strengthen the research on donation motivation, program content and extension to improve the pertinence and effectiveness of programs. And to broaden the donation channels, the key points are to strive for resources superior and attract non-local donation resources, nurture local overseas Chinese resources and at the same time, enhance regional research on overseas Chinese affairs and contact closely with overseas Chinese communities and foundations, build rich and convenient donation channels by strengthening the construction of local overseas donation platform construction.
