Research On The Local Public Policies Of Promoting The Integration Of Hong Kong And Macao Youths Into The Overall Situation Of National Development

Hong Kong and Macao Youths is a main force of promoting a steady practice of "one country,two systems" in the future.Entering the new era,the instruction of Guangdong-Hong Kong-Macao Greater Bay Area and the participation to the Belt and Road Initiative had provided great opportunities and best paths for the integration of the youths of Hong Kong and Macao into the national development.A new era topic emerges as well: under the background of the production of "The development plan for Guangdong-Hong Kong-Macao Greater Bay Area".How can we provide targeted policy to supply the integration of the youths of Hong Kong and Macao into the overall development of the country,as well as to help them make progress in their will,actions and results.In the mean time,to open up new spaces,cultivate new advantages and inject new momentum for the development of Hong Kong and Macao youths.Policy is a vertical and interactive system.The role of national policy cannot be played without the support of local policies.From the perspective of policy supply,the central government’s policies and the measures at the national level are characterized with macroscopicity,universality and fundamentality.But still insufficient with few samples on the assistance to Hong Kong and Macao Youths.Only through the supplement of local public policies which reflects regional characteristics,targeted and specific measures can the overall promotion of the development of Hong Kong and Macao Youths’ "going north" back to the mainland be formed.From the policy practice before and after the return of Hong Kong and Macao to the motherland,it is necessary and feasible to formulate and implement a series of local public policies with super national treatment in specific regions.In recent years,under the guidance of national policies,some local governments have formulated and implemented relevant policies and measures to encourage and support the youths of Hong Kong and Macao to innovate and start their own businesses,but the policies and measures are fragmented,limited in areas of direction,and relatively inadequate in system integration.Guangzhou Nansha is a local area with multiple national strategies.It has multiple advantages in location,transportation,industry,ecology,culture,etc.it has a long history of cooperation with Hong Kong and Macao,with fruitful results.It is committed to building a preferred place for innovation and entrepreneurship in Hong Kong and Macao Youths Bay area and a transit station fully integrated into the country.On the basis of organizing and implementing the "Guangdong,Hong Kong and Macao Youths in-depth cooperative development and promotion project" for five consecutive years,the measures for the implementation of Guangzhou Nansha New Area(Free Trade Area)to encourage and support Hong Kong and Macao Youth Innovation and Entrepreneurship(Trial)(hereinafter referred to as the "measures")to support Hong Kong and Macao youth to carry out academic,employment,entrepreneurship and real estate activities in Nansha was promulgated in October2019.The measures fully integrate the "national strategy,needs of Hong Kong and Macao youths,and the capability of Nansha government".Focusing on the current situation of Hong Kong and Macao youths who are facing with lacking of positive external forces in their growth and development process in the mainland and their birth places,the measures have provided precise and clear policy objectives,clear action paths and convenient operation as well as implementation to solve those problems.It is a local public policy system with the most complete system,the richest content,the most accurate care and the most powerful support so far to promote the integration of Hong Kong and Macao youths into the overall situation of national development.This paper takes the "measures" as a research sample.On the basis of combing the relevant theories and research results of public policy and local public policy,combined with the interpretation and research of the political and academic circles on the Guangdong-Hong Kong-Macao Great Bay area,and relying on the information and experience gained in the work practice in the past five years,this paper analyzes the necessity,possibility and relevant influencing factors of the integration of Hong Kong and Macao youths into the overall situation of national development.This paper also summarized the overall policy environment for the current formulation andimplementation of the measures,and sort out the practical exploration,investigation and research process before the promulgation of this local public policy.At the same time,it makes an empirical analysis of some of its policy processes,and through the analysis and demonstration of the function paths of the measures,it makes a reasonable expectation of its macro policy role.Finally,it reviews the measures,points out its limitations and shortcomings,and looks forward to the future policy development.
