The reserve force is an important and supplementary form of the main force. For the reserve to play a role in the wartime or to meet other national needs, it is essential to collect all kinds of forces dispersed in civil together by rapid mobilization; therefore, the rapid mobilization is a key task for the reserve forces to transform into the battlefield forces. Research into the combat capability of reserve forces should begin with investigating their rapid mobilization. About the central task, the actual problems are abstracted into a theoretical model, an optimization algorithm for the model is designed, and all these results are applied to the actual work by a developed program, providing data support for staff officers.The thesis introduced situation of reserve forces, analyzed the backg-round of the topic and reviewed iterature about vehicle requisition. Then it sketched contents and principles for rapid mobilization of reserve for-ces, analyzed problems and influencing factors in vehicle requisition and key links to be resolved. After analyzing the whole process of vehicle requisition, the thesis established a minimum cost route choice model and vehicle requisition model. According to the route choice model, this thesis has set a road resistance parameter which combines the impacts of factors such as road conditions, weather, road security, then designed a minimum cost route algorithm to calculate the minimum cost between each requisition unit and personnel rally point. Based on these results, it also designed a relevant algorithm to search ordered pair of supply and demand and found satisfactory solutions through optimizing gradually. Finally, the thesis took the rapid mobilization maneuver of reserve force as an example; it realized the algorithm by a Lab VIEW program, and obtained a vehicle requisition system software for reserve forces.
