In the context of “Double Transformation”, which means Chinahas been transformed from traditional agricultural society to modern industrial society,meanwhile from planned economy to socialist market economy, the original social classstructure, two classes and one stratum, has been cracking.In the process of social classdifferentiation and reconstruction, a new social class including ten stratum is forming.Themiddle class is developing as well. The scale of the vulnerable class continued to narrow.Social mobility caused by social class structural changes is equally deserving of attention.Atpresent, China’s social mobility by institutional factors and non-institutional factors, ascriptivefactors and acquired factors, presents the characteristics of a combination of explosion andstability. The social hardening is the objective result of social mobility. At present, the maincause of our country’s hardening is inequality of social capital owning by every family. Socialunreasonable hardening will have a very negative impact on personal and social development.Currently, the peasant stratum in differentiation Wuxi is most serious, and the bottom of thesociety which is made up of the migrant workers should not be underestimated. All of abovethis lead to Wuxi’s social mobility more complex and social harden situation moreserious, which presents new challenges about social grass-roots management.The background of the construction of Grass-roots Comprehensive Organization is theunsuitable social grassroots management caused by social class structure tremendous changes.On the basis of discriminating the meaning of Grass-roots Comprehensive Organization, itshows certain continuity and innovation with CCP grass-roots organization in the functionalorientation, system construction, institutional construction and the talent troop construction.Reviewing the history of construction of the grass-roots organization, we summed up: thethought condition of the CCP grass-roots organization member being not pure, the grass-rootsorganization life being weaken, the core role of the CCP branch’s leadership being faded away,and other problems existing in rural grass-roots organizations. All of this consist the necessityof construction. However, it shows the extreme importance of construction. It can providesolutions for various kinds of social problems caused by the changes of social class structure.Otherwise, it should take the responsibility of breaking down the unreasonable socialhardening basically to reconstruct dynamic social mechanism.The government has taken many effective measures, such as enhancing the effectivecoverage of grass-roots organizations, carrying out activities with the citizen face to face,strengthening the basis protection, improve the quality of personnel and so on. In the processof construction, it gradually formed features: the grid organizational settings, the flat modelabout the work, the tour model of the organizing services and the systematic model for basisprotection. However, there are some disadvantages on the construction of Grass-rootsComprehensive Organization, such as the construction of meaning to be further strengthened,the coordination mechanisms to be further improved, the organization’s function also to befurther developed. Based on the experience of the construction of in Wuxi, it should strengthen theconstruction of Grass-roots Comprehensive Organization in further route choice from thefollowing four aspects: firstly, position the function accurately by emancipating the mind;then perfect its system construction to improve the social mobility mechanism; thirdly,strengthen institutional construction to standard its operation; finally, let talents play the roleof the main and pioneer in the construction of the Grass-roots Comprehensive Organizationby respecting principal position of party members.
