About The Methods Of Disposition For Emergent Mass Disturbances In Guangzhou From The Perspective Of Public Crisis Management

Guangzhou is located in south of Guangdong.The Nanhai Canton· built in Qin dynastyis located in Panyu district of Guangzhou. That was22thousand years ago. In Tang dynasty,Guangzhou has become the Maritime Silk Road, which is the earliest place for external trade.Now, Guangzhou is the provincial capital of Guangdong, it communicates with Hong Kongand Macau frequently, and the people of almost all ethnic groups in the world live togetherhere. Guangzhou is a really prosperous place, the people here is pragmatic and innovative,and most of them have legal awareness and democratic consciousness. Also, in recent years,with the rapid economic development, population expansion, emerging interests demand andsocial contradictions, the emergent mass disturbance of Guangzhou is on the rise.The emergent mass disturbances of any region has the regional laws and characteristics.As of now, there are no incentive factors that could be leading to significant and malignantemergent mass disturbances such as national separatism, subversion, National independence,riot, against the government and etc. The emergent mass disturbances for maintain equity,interest appeal, resource allocation and etc. will be in the majority. This paper analyzes themethods of public crisis management that could be adopted in representative emergent massdisturbances in Guangzhou from the perspective of public crisis management.Emergent mass disturbance· in this paper refers to a part of generalized massdisturbance·.On the trial study on the traits of geographical circumstance, economic level,political development, legal development, staff components of Guangzhou and the historicallaw of development, this paper analyzes the causes and characteristics of mass disturbancesin Guangzhou.This author adopts the research methods of literature research, comparativeanalysis, case research, combining qualitative analysis and quantitative analysis in analyzingthe advantages and disadvantages of the current public crisis management and discussing theunsolved problems in the process of disposing the emergent mass disturbances in Guangzhou.By integrating the administration experience of Chinese traditional history, nationalcharacteristics，social convention, political circumstance, public feelings, folkway and otherfactors, and using the foreign advanced disposition cases as a source of reference, the authoranalyzes the advantages and disadvantages of present public crisis management inGuangzhou and raises up the constructive train of thought and the concrete measures. Forexample, Firstly, there must be laws to go by, and the laws must be observed; Secondly, thegovernment should establish the efficient and perfect early warning mechanism, thegovernment should put the prevention first;Thirdly, according to the actual clan and folkway circumstances, the government should adopt the administrative methods and compromisesettlement mechanism;Finally, the government should proceed from the reality, absorb thetechnician, managerial talent, scholar, statistician and analyst, draw up the flexible andoperable disposal measures according to the specific situation. All of the suggestions aboveprovide the references for the disposition of emergent mass disturbance in Guangzhou andcontribute to Guangzhou·s long term harmony and stability.
