With the continuous development and reform of the socialist market economy, Nongovernmental Organizations (NGOs) are playing a more and more important role as the connection among the laborer, the society and the government. Government attaches great importance to NGOs and society pays close attention to NGOs,these have a certain impact in the development of NGOs. Although NGOs played an important role in the process of history of China,China’s NGOs still appeared a lot of problems in the process of development, some problems are more serious, and even become the barriers in the development of NGOs. The Eighteenth National Congress of the Communist Party of China offered to reform the social organizations’management system, built a harmonious socialist society. The formation and development of NGOs process is also a social management process that being continuously strengthened. So how to manage NGOs, has become an urgent problem to solve.Currently the lack of transparency in the information of NGOs and negative events Seriously hindered the development of China’s NGOs. The key is the improper management, how to regulate NGOs is concerned by people. International NGOs have different levels of development, the Countries have adopted a series of measures, and has both commonness but also has its own characteristics and has formed the system of supervision and management system. Exploring the supervision model of NGOs in the main countries of the world and Compared with China’s can provide a good reference for the future development of NGOs. This article is based on the necessity of the NGOs regulation. Utilizing Voluntary failure theory and public responsibility theory to conduct a comprehensive in-depth comparison in regulatory status and supervision mode of international main NGOs.The text is divided into four parts. The first part is from the perspective of the analysis of the concept of NGOs supervision. Combining with the reality, define the meaning and characteristics of the NGOs regulation, and according to the connotation and characteristics of NGOs regulation, and analyze theoretical basis for the regulation of NGOs:voluntary failure theory, public responsibility theory and governance theory, then put forward the necessity of NGOs regulation;The second part is in Britain, Canada Australia, Indonesia, for example, comparing and analyzing these four regulatory mechanisms from the point of national conditions and realistic regulatory;The third part is summed up the three international main regulatory models:legislative regulation, classification of classification regulation and self-discipline supervision mode, then making comments form the four levels of regulatory supervision, main body by regulators, self-discipline and regulatory approach;The last part is highlighting China’s NGOs regulatory problems and difficulties and puts forward corresponding countermeasures.
