The Study On The Problems And Countermeasure Of The Executive Ability Of Civil Servants At The Basic Level From The Perspective Of Government Credibility

The credibility of the Government is an important indicator to measure the administrative capacity of Country and Government. The credibility of the Government reflects the public trust and satisfaction of Country and Government. In recent years, the Country and Government pay more and more attention to the construction of the credibility of the Government.Grassroots civil service execution is to ensure the effective implementation of public policy,the core and key social and public interests, and the necessary measures to improve the credibility of the Government. It’s important to the life of the Country and Government.However, from the real situation, the execution still have many problems. And let to the public people questioned the ability of Country and Government. Not only affect the credibility of the Government building, but also the credibility of the Government can’t function effectively.In this paper, the basic theory is Management, Administrative, Political Science and so on. From the view of the credibility of the Government, I study the execution comprehensively. And the paper is divied into four parts.The first part is an introduction, mainly on the background and the meaning of topic. Then I discuss and clarify the research situation, points and content.The second part is a discussion of the theoretical correlation between the execution and the credibility of the Government. The first of all, I define some concepts to the credibility of the Government and the execution. Then focuses on the relationship between the credibility of the Government and the execution. My point is that the credibility of Government is the premise and foundation of the execution; the execution is the source and guarantee of the credibility of the Government.The third part, I study the current situation of the grassroots civil service execution. My view is that the execution is obviously insufficient. Mainly on weak executive stiffness, small enforcement, slow performance, low altitudes and poor validity. Lack of the execution has not only exacerbated the loss of credibility of the Government, as well as undermining the credibility of the Government.The fourth part, I provide some measures to enhance the execution. To enhance the execution, we need to improve the institutional environment of the execution. Then to improve the quality and ability to work of the civil servant. At last, We should create positive execution culture to promote the building of execution culture.
